You don't get cut off. Actions beyond your included amount are billed at your tier's overage rate ($0.50/action for Starter, $0.30 for Growth). You'll receive alerts at 80% and 90% usage so there are no surprises. You can also set hard caps if you prefer strict budget control.
Yes. Upgrades take effect immediately and you'll be charged a prorated amount for the remainder of the month. Downgrades take effect at the start of the next billing cycle.
